Courtney Brewer

Courtney Brewer is a board-certified appellate specialist. She has had primary responsibility in all aspects of appellate litigation, from oral arguments and appellate briefing to research and writing support at the trial level. She has taken the lead in cases litigated at the Eleventh Circuit, federal district courts, and every appellate court in Florida.

Prior to joining The Mills Firm in 2012, Courtney served as a Deputy Solicitor General in the Florida Office of the Attorney General for four and a half years. There she represented the state of Florida in civil appeals, including cases involving state constitutional law and statutory interpretation. Additionally, she drafted amicus briefs to the U.S. and Florida Supreme Courts on a variety of constitutional issues.

In the Spring of 2010, she served as a Supreme Court Fellow for the National Association of Attorneys General, where she had the opportunity to obtain direct and intensive hands-on exposure to U.S. Supreme Court practice. The Attorney General’s office recognized her service as part of the SG team that handled four cases for Florida at the U.S. Supreme Court during its 2009-10 term and for her individual volunteer efforts as a mentor at Bond Elementary in Tallahassee.

Prior to serving as a Deputy SG, she clerked for Justice Charles Wells at the Florida Supreme Court from 2004-2007.

She obtained her J.D. from Duke University School of Law in 2004, where she served as managing editor for Duke’s Journal of Gender Law and Policy. She received her B.A., cum laude, from the University of Florida in 2001.

Courtney has been a member of The Florida Bar’s Appellate Court Rules Committee since 2013 and has served as the Committee’s Secretary (2014-16), Vice-Chair (2017-18), and Chair (2018-19). Courtney also serves as Secretary for the First District Appellate American Inn of Court and has been a member of the Inn since its founding.  She is active in The Florida Bar’s Appellate Practice Section, having served as Legislative Chair for two years. In addition to lecturing at and coordinating CLEs on appellate practice, she had the pleasure to serve as co-chair of the Practicing Before the Florida Supreme Court seminar since 2014. She co-teaches Appellate Advocacy as an adjunct professor at the Florida State University College of Law in the fall semesters. She has also coached numerous law school moot court teams. Finally, Courtney has served as a volunteer Guardian Ad Litem with the Second Judicial Circuit since 2018. An almost lifelong Floridian, she grew up in Palm Bay, Florida.
